様子を見ていたら、コメント欄を開放しているニュースでは、多くの方が、これは猥褻（わいせつ）では無く、本人の事情であろう、という考えを示しています。
また法律の専門家の見解を拝読しましたが、概ね、その罪状の名前に単に「猥褻という名前が付いているだけで、罪は強制でも猥褻でも無い。」とありましたので、ああ良かったな、と安心しています。
ポップスターの話題が出ると、いつも「何故それは起こったのか」「その点についてどう考えるか。どう思うか。」でコメントは埋め尽くされます。
私はインターネットの民として少し古い方なので、このテの話題が出る度、「それで、どうしたら良いんでしょうか？」
「今後誰も望まない同じ状況に入ってしまったら、どうすれば良いんでしょうか？」と数十年間、考え続けてきた一人です。
思うんですが。
いつも点についてばかりの話をするのは、何故なんでしょうね。
起きてしまった原因を探るのも大切です。
二度とそういったことが起こらないよう、根の部分を探し出し、せん滅しようとするのは、とても合理的です。
ですが、根を選別しても問題の種子や遺伝子はどこかに確実に存在し続け、風に運ばれたり別の土の中にそっと含まれ、何時か何処かで発芽する可能性はゼロになりません。
ではその種子が或る日また芽を出した時、口々にこの種の件について、良い悪いの見解や自身の越し方の豊かさを競い合うレース、クリーンさを表明する為の、法令とは無関係な私刑対応をするのでは無く、
この騒ぎが、「繰り返さない為」「二度と起こらない為」であるのなら、再び起きた時、問題が発生する状況に入らない為にどうしたら良いのか、どうすれば良いのか、を考えるのも大切なのではないでしょうか？
それで、対岸と私が勝手に呼んでいる芸能界に所属する青年の話ですので、私が居る現実に照らし合わせ、私の知る範囲の常識で考えていくしか無いので、今回は、予測と予想でしか無い発言をします。
草間リチャード敬太さんは、朝方、新宿2丁目のお店から出て来た所を、通りから見ていたらしい男に110番通報され、公然猥褻で現行犯逮捕されました。
公然猥褻というのは、私の住む日本では、主に露出狂と呼ばれる人達が逮捕される時の罪状名です。
草間リチャード敬太さんはポップスターで、女性が主とされますが、男性の支持もかなり熱いファンダムから、キャーキャー言われる人気者です。
どう考えても、ストレス解消の為に露出しなければならない程、不自由していません。
万が一、特異な趣味を持つ方であるのなら、十分プライベートでその嗜好に対処できる財力を持っていますので、そもそもキャーキャー言われるポップスターですし、ダンスと歌とバラエティに出演し、オフの時間はダンス・レッスンと歌の稽古と演技の勉強をし、外に出て気分転換をしても、8時間は寝ないと倒れる職業を専業としている人です。
ストレス解消以前に、そんなスリルを無鉄砲に行う気力体力は無いでしょうね。

なぜステージや秘密のアカウントを取って、もっと広範囲で露出しないんでしょう？
そちらの方が特異な嗜好がより満たされるでしょうに。

外傷は無くとも、便宜上の公然猥褻という名の罪が付いてしまったことで、心配される大切な方々の事を考えていたのかもしれませんし、ただ怖ろしかったのかもしれません。

「あの会社か、じゃあ常識が無いのは分かりきってる。」と言われ続けて非常に久しい、若者に人気の所属グループの一人は、トイレの為に店に入り、所属会社の後輩や先輩の不名誉を選ばず、外に出て、服装が常識的では無かった、朝、まだ暗い時間帯に、遠くに居た男に、通報されました。
もし、このセンテンスで前述した理由だったら、草間リチャード敬太さんは、かなり厳しく清潔な教育を受けています。

対岸の芸能界で活動されている人達の多くは、あまりトイレで話題になることはありません。
インターネットが出来て数十年が経過していますが、一度も、人気ポップスターが「トイレで〜」という話題はありません。
当然、「トイレが無かったから〜」という話題もありません。

私はそう指示を受けた経験はありませんが、普段は従業員用トイレを使うようになっているんじゃないでしょうか？
又は、例えば誰でも知っているけれど、誰でも入れないか、誰でも入れる大きなビルの受付で、芸能人だけが身の安全を守る為に許されている、所属会社がマネージャーを通じて教えてる名前を言って、安全なトイレとソファがある個室スペースを、会社が有料で貸りてるのでは無いでしょうか？
そうすると、夜、街でプライベートの時間を過ごし、危険な目に巻き込まれたり遭遇したりせずに、自宅へ帰宅出来る、ある程度安全なルートや、安全な飲食街が限定されて来ますよね。
日本にも「芸能人御用達の店」という有名店は沢山あります。
東京は巨大な街ですから、街によってはホテルは24時間受付ですので、彼らは利用出来ます。
では、ホテルが無いエリアであれば、どうすればいいんでしょう？
全部私の予測ですが、草間リチャード敬太さんは新宿2丁目のそちらのお店に、いつも行っていたんでしょうか？
初めて行かれたのであれば、どなたの紹介で行かれたんでしょう？
それとも何軒目だったのでしょうか？
その夜は、他は何処でお酒や食事を楽しんでいたのでしょうか？
お一人ですし、大変目立つ美貌ですので、人から絡まれたり、ウェイトレスやウェイター、マスター、マダムと談笑しているのを盗撮され、スキャンダラスな話題に為る可能性は、彼には常に在りますから、行く店は限られていますよね。

僕らは、もし中居くんが部屋のインターフォンを鳴らし、覗き窓越しに明らかに中居くんだと分かり切った男性が立っていたら、そっとロックバーの隙間から事情を聞いて、すぐにドアを開け、「私達は外に出ていますから」と中に入れます。

As someone who's a bit older among internet users, every time this kind of topic arises, I'm one of those who's spent decades thinking, “So, what should be done about it?”
“If we find ourselves in the same situation that no one wants again, what should we do?”
I wonder.
Why do we always just talk about the specific incident?
Investigating the cause of what happened is important.
It's perfectly reasonable to try to find the root cause and eradicate it so it never happens again.
But even if you weed out the roots, the seeds or genes of the problem will surely persist somewhere. They might be carried by the wind or quietly embedded in other soil, and the possibility of them sprouting somewhere, someday, is never zero.

if this commotion is truly “to prevent recurrence,” “to ensure it never happens again,” then isn't it also important to consider what we should do, how we should act, to avoid entering the very situation where the problem arises again?
So, since this concerns a young man belonging to what I've taken to calling the entertainment world on the other shore, I can only reflect on it against the reality I inhabit and consider it within the bounds of common sense as I understand it. Therefore, what I say this time can only be predictions and projections.

In Japan, where I live, indecent exposure is the charge primarily used to arrest people known as exhibitionists.

By any measure, he isn't so constrained that he needs to expose himself to relieve stress.

Why not take to the stage or create secret accounts to expose themselves to a wider audience?
